Portland Superintendent Emmanuel Caulk will present his proposed fiscal year 2016 school budget to the Portland Board of Public Education at a special board meeting on Tuesday, March 10.

The meeting will begin at 7 p.m. in room 250 of Casco Bay High School, located at 196 Allen Avenue. The budget will be the only item on the agenda.

The budget presentation had been scheduled for the board’s regular business meeting on March 3, earlier than the superintendent’s budget presentations have taken place in the previous two years. However, due to a recent series of snow days and the fact that the school district has just received its EPS (Essential Programs & Services) estimate from the Maine Department of Education, the presentation will now be moved out a week to provide adequate time to include the updated information in the budget.

The Portland Public Schools launched the FY 2016 budget process with a Town Hall meeting on Jan. 29, at which parents and other community members gave input on budgeting priorities for the 2015-2016 school year.

After the superintendent presents his proposed budget to the School Board on March 10, the board will review the proposal, gather input from a wide range of stakeholders and then vote on the budget. The board’s spending request will go to the Portland City Council in April. Then the budget approved by the City Council will be voted on in a public referendum in May.

The Portland Public Schools also has created an online Neighbor-to-Neighbor Budget Toolkit to encourage public participation in the development of the FY16 school budget.

This online tool can be used by groups of parents and other community members, as well as individuals, as an easy way to participate in the budget process.

The toolkit includes a brief introductory video by the superintendent explaining the budgeting process; a budget timeline; frequently asked questions; and charts showing the district’s major revenue sources and major expense categories. The toolkit also suggests discussion questions related to the budget, and an email address (superintendent@portlandschools.org) for submitting notes from a group’s budget discussions.

Superintendent Caulk said, “I encourage the community to join us in developing the FY 2016 budget as we work toward our goal of becoming the best small urban school district in the country by 2017.”
